This scheme applies to anyone who uses:

• commercial type vehicle (including hire vans)
• a trailer over 1.3m in internal length (single axle, excluding draw/tow bar and hitch)

The following vehicles are not allowed to access any of our Household Recycling Centres (HRC)

• any vehicle exceeding 3.5 tonnes
• double axle trailer
• tipper vehicles

What information do I need when applying for an e-permit?

Please make sure you have supporting evidence or documentation before you start the process so that it makes it easier.

You can use:

• a copy of the Vehicle Registration Document (V5C)
• letter of authorisation from employer for a works van
• long term lease agreement
• motability agreement
• the vehicle hire agreement issued by hire company. This should be presented to site staff along with the unique e-permit code (found in your confirmation e-mail)

A copy of the above is required to complete your application. This can be done by attaching a photograph or scan to your application or by posting a copy to PO Box 895, Worcester WR4 4FB.

e-permit rules

• households are permitted up to 12 e-permits per year
• each e-permit allows one visit at any time

Applications will be processed within 10 working days.

When visiting a HRC with a vehicle that requires an e-permit a site attendant will verify your information electronically and your visit will be deducted from your allocation.

Recycling Assistants will visually inspect your waste. If the Recycling Assistant thinks it may be business waste you will be refused permission to use the site and further enquires will be made.

• e-permits are only valid for the registered vehicle(s), application allows registration of up to four vehicles
• e-permits are valid at all Household Recycling Centres in Herefordshire and Ïã¸ÛÁùºÏ²Ê×ÊÁÏͼ¿â

Householders within Herefordshire and Ïã¸ÛÁùºÏ²Ê×ÊÁÏͼ¿â can apply for up to 12 e-permits per year and therefore are limited to a maximum of 12 visits per year. There are no exceptions to warrant the issuing of any further e-permits.

If you have e-permits for the use of a trailer and visit the Household Recycling Centre without a trailer an e-Permit will not be deducted from your account. 

Please note: all e-permits are only valid for the registered vehicle(s).

Hire Vehicles 

If you have existing e-permits, but then hire a vehicle you will need to submit an application for the hire vehicle. 

The vehicle hire agreement issued by the hire company should be presented to the Recycling Assistant along with the unique e-permit code (found in your confirmation e-mail) upon arrival at HRC. 

You can use a maximum of 12 e-permits within 12 months, and your 12 months starts from the day your e-permit is approved.

If you have used all 12 e-permits before you reach the end of your 12 months, a reminder will be sent to let you know when you can reapply.

Access your e-permit account to view remaining visits and when you can renew.

Please update your details your e-permit account immediately to avoid being denied access to the HRCs as all e-permits are only valid for the vehicles registered to your account.

Business waste

You can not apply for a permit on behalf of somebody you are paying to conduct work on your behalf e.g. a builder, gardener, carpet fitter, any work paid for constitutes as business waste and should be disposed of accordingly

Business waste will NOT be accepted at Household Recycling Centres. There are private disposal sites in Herefordshire and Ïã¸ÛÁùºÏ²Ê×ÊÁÏͼ¿â which will accept business waste on a chargeable basis, further details can be found online

Types of vehicles

Double-axle trailers are banned, this was introduced as part of further regulation of size / load capacity of trailers by only allowing access to single axle trailers as these are used for domestic purposes and generally have a lower maximum legal payload. To minimise instances at facilities where trailers are unhitched from primary vehicle by customer and manhandled through site traffic flow into an unloading bay

Tipper mechanism vehicles are excluded as these are used primarily for business purposes and generally have a higher maximum legal payload. This was also introduced to eliminate the possibility of the tipper mechanism being activated and the load ejected onto the facility floor.

Campervans do not require an e-permit if the V5C states the vehicle to be a camper van, the vehicle is actually used as a fully fitted out camper van and there is no paneled load compartment. You may be required to show site staff the V5C stating the vehicle to be a camper van each time you visit a HRC.
